Service Location pages and Locations pages

How do I build location pages for a client that has multiple services and we want to rank for each search in a location. For email I do Managed IT, Cybersecurity, AI Automations these are all services and I want to rank #1 for each service in Cambridge MA. Do I create one page for each service with the Location stating Cambridge in each page and should I also have a stand-alone cambridge location page?
